Intercolonial cooperation was an idea by William Penn for all of the colonies to cooperate with one another. This cooperation dealt largely in trade, defense and criminal matters.
Adam Smith believed that the "invisible hand" of the market was a completely corrective measure and would lead to economic growth for all. He also lived at a time before economics was thoroughly studied and would lead credence to the idea that some government involvement is useful for improving the ascendancy of economies. Conversely, most governments in his day used regulations as a weapon to stifle economic growth, such as how mercantilism forbade trade between colonies and required all trade to be between the colonies and the metropole.

Both banned trade from countries but the Embargo Act banned trade with all countries and Non-intercourse act banned trade with only Britain, France, and their colonies.

Yes and No. One part of the series of laws was the Boston Port Act which did close Boston Harbor which was a key trade port in the colonies and one of the biggest in New England, so it did cut off trade from New England, and essentialy the north, from the south. It did not cut off trade between the American colonies and England the country.

It was the Non-Intercourse Act of 1809 that replaced the Embargo Act of 1807. The act is considered to have mostly failed in meeting its stated goals.
