well its because the constitution requires 3/4 of states to change so to ratify the constitution itself it required the same amount of states. but because of the importance of the constitution the framers wanted all states to ratify it so no state felt alienated, namely Rhode island
unfortanatly not all of the states could ratify the volstead act because it required heavy funding
2/3 vote of the Senate is required to ratify a treaty.
The 9th state was New Hampshire, and only 9 were required to ratify in order for the Constitution to take effect. The other 4 states did eventually ratify as well.New Hampshire

Article VII of the Constitution required nine of thirteen states to ratify the Constitution for it to become law. In June 1788, New Hampshire became the ninth state. Rhode Island was the last of the states to ratify, in May 1790.
