Ok so I'm thinking that it is the Emancipation Proclamation but I'm pretty sure that that just stated that if your a slave in a confederate state that you will be freed to fight in the civil war for your freedom and others, but it might be... if not its the 15th amendment which stated that no matter what race, religion, etc you are, you are still a US citizen, hope it helped!
