I believe the answer you are looking for is the Platt Amendment.
The Teller amendment
Cuba was forced to accept the conditions written in the Platt Amendment. In exchange for Cuba's agreement, the remaining United States troops withdrew from Cuba at the end of the Spanish-American War.
The Platt Amendment reserved the United State's right to intervene in Cuban affairs and forced newly independent Cuba to host American naval bases on the island.
The Third Amendment to the Bill of Rights is referred to as "Quartering of Troops". This amendment states that the government may not force citizens to house soldiers, and that citizens who elect to do so will receive reasonable compensation.

The amendment in question has led to one of the most used sayings in society. I plead the fifth. This references the fifth amendment which is the amendment that no one can be forced to say anything that would help them convict themself of a federal crime.
