That's a very broad question... In several countries, education is not only a right but it's also an obligation imposed on children, parents and officials. In my country, for instance, kids must attend school from age 5 to age 16, that's an obligation. Parents must send kids to school. Because education is also a protected right under our constitution, the officials must ensure that every child can get an education; that's their obligation. Now, should education be a fundamental human right globally, I think so. Only (secular) education can set people free. An educated person has more opportunities in life and has increased chances to improve their situation. I think (secular) education also fights fanaticism since educated people (or most of them) have a different perspective on things because they less rely on dogmas and religious rationales; education leads to a more pragmatic approach to problems solving, which in turn yields more results. This is more of an opinion than an actual answer but the question calls for that...

World wide differences in what and how an education entails make this a difficult question. In the USA, education to ANY level should be a fundamental right. If we were to educate our own people perhaps it would be easier to answer this question in terms of a world wide 'right'. The current state of education in the world is too fractured and combative to produce any kind of educational 'rights'.
