That's a very broad question... In several countries, education is not only a right but it's also an obligation imposed on children, parents and officials. In my country, for instance, kids must attend school from age 5 to age 16, that's an obligation. Parents must send kids to school. Because education is also a protected right under our constitution, the officials must ensure that every child can get an education; that's their obligation. Now, should education be a fundamental human right globally, I think so. Only (secular) education can set people free. An educated person has more opportunities in life and has increased chances to improve their situation. I think (secular) education also fights fanaticism since educated people (or most of them) have a different perspective on things because they less rely on dogmas and religious rationales; education leads to a more pragmatic approach to problems solving, which in turn yields more results. This is more of an opinion than an actual answer but the question calls for that...

There is no amendment granting a right to an education. There are state laws requiring young persons to go to school.
