supposedly the 16th amendment was properly ratified that year to take affect in 1916, Also called the federal reserve act. Which is a pathetic attempt by US govt to give its coinage responsibility to a privately owned banking empire. also gave congress the "authority" to collect taxes without apportionment even though that amendment has to repeal article 1 section 9 it didn't because constitutional amendments that contradict a previous one must repeal them or it has no basis.

Income tax was allowed to change from an indirect tax (each state was supposed to be collected based on all the people of a state) to a direct one (each person is individually taxed).
