supposedly the 16th amendment was properly ratified that year to take affect in 1916, Also called the federal reserve act. Which is a pathetic attempt by US govt to give its coinage responsibility to a privately owned banking empire. also gave congress the "authority" to collect taxes without apportionment even though that amendment has to repeal article 1 section 9 it didn't because constitutional amendments that contradict a previous one must repeal them or it has no basis.
