The question is worded in a way that does not make much sense. There are, in fact, animals with NO intelligence. For example, a sponge is technically an animal, although they completely lack brains, and nerves for that matter.

A more reasonable question might be "which vertebrate has the least intelligence," because all vertebrates have a measurable intelligence. You can't really figure out how much an insect can learn on its own.
