Game Maker 7 is an application itself and should be opened in Windows. If it does not work then try adding '.exe' to the end of the file name.
Try double-clicking it. If you can see the program icon (application) then clicking or double-clicking should open it.
Usually when you open up Game Maker, it'll ask you if you wanna upgrade.

Once you have RPG maker XP open, click the open icon (Or file, open) and go into whatever the file was named. In there you should see a Game.exe file, click on that... open. There should be a premade game depending on the starter, all you have to do is delete all the other maps and start making it.
