Do you only want English speaking areas? Then the British Isles would be your first choice, if not there look for English speaking communities in countries such as the Netherlands, Germany, France, and Italy which have large ones. If you want warm weather, then the Mediterranean would be for you, especially the Eastern Mediterranean. If you like the cold, then Scandinavia would be for you. There are too many things to base your option on.
