Pre-defined arrangement of tools and panels.
At the top menu, click Window>Tools. A tool bar should pop up.
Tools are basically actions or tasks that you can perform in Photoshop like adding text to image or draw shape. Every tool have its own icon for to recognize and activate it from Toolbox. Toolbox is located on left side of Photoshop window.
In image window you have image to work with, and in palette you have tools and commands to enhance image displayed in image window
Find window on your top bar, click on window, then make sure tools has a check mark next to it. Also try: Click on window, roll over workspace, then click default workspace.
All tools like Move tool, Brush tool, Type tool live in Toolbox or tool panel as you say. It is one of most important panels in Photoshop, you can not access tools in Photoshop from any other panel in Photoshop.
Brush is on left side of window at so called tools palete, it is 8. tool from top to bottom. With this tool you can paint in Photoshop. See related link.
The tools button is the settings icon. It contains the tools option inside it.

The answer you are most likely looking for is Tools, if you are referring to the icons from the Tools pallate on the left side of Photoshop.
Selection tools in Photoshop: Marquee Tools (M), Lasso Tools (L), Magic Wand and Quick selection (W). You can also select color from image as foreground or background color with Eyedropper Tool (I). Navigate with mouse above any tool in Photoshop and you will see tooltip with keyboard shortcut for that tool in parentheses.
