Women did not have as many rights as old men because men did not believe that women could be responsible enough to have rights. Rights were considered second class and were treated as such. They were paid lower wages than men for performing the same work and were not allowed to vote because they were thought to be ignorant and not smart enough to make decisions.
This pissed off alot of women and encouraged them to support the women's rights movement since many were doing equal or greater work than men in the homefront, factories, and farms (especially during wartime) for less pay.
The declaration only gives rights to men because men thought they should have all the power, and women were weak.

While it is true that women probably face less discrimination, on average, than they did in the 1960s or 1970s, it is not yet correct to say that they "are not treated much differently than men" in many aspects of life and business. It should be noted that the Equal Rights Amendment was never adopted and so has had no direct impact on women's rights, even though it energized the conversation on that topic.
The Declaration of the Rights of Man and of the Citizen was a document adopted during the French Revolution in 1789. It stated that all men are born free and equal in rights, including the rights to liberty, property, security, and resistance to oppression. The declaration was influenced by Enlightenment ideals and laid the groundwork for modern human rights principles.
