General Meade
As a condition for taking command of the Army of the Potomac, General Joseph Hooker was allowed to report directly to President Lincoln. No other Union field general was granted this privilege, and the dual high command structure then in place caused problems in command and control. It also contributed to the Union's defeat at the Battle of the Second Bull Run.

The Battle of Seven Pines occurred about six miles of Richmond, Virginia. The battle was significant in many ways in that Confederate general Johnston was wounded there and Jefferson Davis appointed Robert E. Lee to take command of the Army of Northern Virginia.
Jefferson Davis believed that General Joseph Johnston was a superior general. He had defended Richmond in the Peninsula campaign and won the first Battle of Bull Run with PT Beauregard. Davis decided Johnston could handle an assignment in the West so in November of 1862, he sent Johnston to command the South's Western Department. This comprised Tennessee, Alabama, Mississippi and the eastern area of Louisiana.

Joe Hooker was the commander of the Union first corps (I Corps) at the battle of Antietam. He would later be elevated to commander of the Union Army of the Potomac. He served in that capacity from January 1863 through June 1863. He would command this army at the Battle of Chancellorsville, a Union defeat, and was removed from command just prior to the Battle of Gettysburg.
