I'm pretty sure the brake line is 3/16" and the fuel line is 1/4". I'm doing a complete brake line replacement on my 01 Z24 right now.
Yes, that is possible. I would also inspect for a collapsed/damaged brake hose or a pinched brake line on the passenger side.

Remove the line and replace it. Then make sure to keep the master cylinder full while you & a helper bleed the front brake caliber. Be sure and use brake line tools and not open-end wrenches or you will damage the brake lines.
Rear brake lines leave Master cylinder as one and are junctioned at the rear of the vehicle
passenger rear corner right off the thermostat coolant line.
you may have a blockage on that line.
I just got both brake lines on a 94 cavalier replaced for $250.00. I dont know if this was a good price though.

Jack that wheel up off the ground, Then loosen the rubber brake line up on the brake cailber and see if wheel will turn free, If it don't then replace cailber. If it does then replace the rubber brake line that is on the cailber. After you jack the wheel up pump the brake pedal real good before you loosen the line up.
The fuel line size for cavalier's is a 3/8th line..
Check for a pinched brake line. If the line has been pinched and you use the brakes, the pinched line will hold pressure and not release the brake fluid like it should. That will cause the brake to overheat (it's like driving with the brake on) and freeze up.
