The framers of the Constitution, though unified in purpose, were not one in political philosophy. Many feared the rule of the "mob" hence the election of the President by way of the electoral college and representative democracy. These men would have more faith in the executive branch (albeit a weakend one). Others were much more democratic. Those, like Jefferson, believed that power came from the consent of the governed. He also advocated the rural over the national. Because of this, he would have felt that Congress, with its connection to the people (constituencies) and balance of power, would make it the least dangerous, though it signs the checks.
The Framers of the US Constitution drew upon the works of John Locke and Montesquieu. Additionally, the US Framers also drew upon the English Puritan revolution of the 1640's. In a manner of speaking, the US became the first "republic" since ancient Rome was a semi- republic.

Article Two of the US Constitution deals with the issues of the executive branch. The framers intended for each state to appoint a number of electors who would then come together to vote for two people they would like to see as President. The person who won the majority of votes would be President, the person who got the second-most amount of votes for President would become Vice President.

But at least there was what you might call an executive branch - although it worked very differently from the way the US Presidency functions - but the Romans did not have a separate, independently functioning Judicial branch. So that is very probably the one you are looking for.
