The legislative branch of government is responsible for making laws and preparing the national budget. In the United States, this function is carried out primarily by Congress, which consists of two chambers: the House of Representatives and the Senate. Congress drafts, debates, and votes on proposed legislation, and it holds the power to approve the federal budget.

The Executive Branch of government prepares the federal budget. This is then reviewed by the Legislative Branch. An appropriations bill is then submitted back to the President to be signed into law or to be vetoed.

A motion moved by any member of National Assembly proposing a cut in the proposed budget for a particular Ministry/Division/ Department of the Federal Government is termed as Cut Motion.
