No person came up with it. People developed it over thousands of years (the same way every language on the planet today came into existence).

German is considered to be the older language, with its earliest recorded texts dating back to the 8th century. English, on the other hand, began to emerge in its recognizable form around the 5th century.
Latin is the language from which both French and Spanish evolved. French and Spanish, along with other Romance languages, developed from Latin during the Roman Empire. It is difficult to say definitively which language came first between French and Spanish, as they both evolved alongside each other from Latin.
First, there is no such language as "Jewish". Second, Rita is a name, so it only has meaning in the Language it came from. It has no meaning in any other language, such as Hebrew or Yiddish.
