The Canterbury Tales were written late in the 14th century in England, and the Tales are contemporary to that time. All indications are that Chaucer was using the English of his day.
Rapunzel was first recorded in the early 17th century, specifically in 1812, when the Brothers Grimm included it in their collection of fairy tales titled "Grimm's Fairy Tales." The story itself, however, has origins that date back to earlier folk tales, with some versions existing in various cultures even before the Grimms' adaptation. One of the earliest known written versions is attributed to the Italian poet Giambattista Basile in the early 17th century.
The Canterbury Tales is set in Chaucer's own time:- the Fourteenth Century. Probably some time around 1380.
Both are impossible to answer. In the case of many tales it is even impossible to say where the tale originated from to egin with. The reason for this is that fairy tales and folktales originate from oral traditions from very long ago, so we have no actual "author" to credit. On top of that, written versions of tales were not actually put to paper in an extent that they would a) survive the test of time b) be produced in enough numbers for the general population to have it available to them. The closest we can get to an original source are the first times those tales were written down in various cultures. And because many of these stories appear in various forms through various cultures, who was the first culture is also nigh impossible - if there's even just one original source to begin with.
Gargantua's story originates in folk tales. However, François Rabelais (sixteenth century French writer) is the first author to write a book about this legend.
