Both are impossible to answer. In the case of many tales it is even impossible to say where the tale originated from to egin with. The reason for this is that Fairy Tales and folktales originate from oral traditions from very long ago, so we have no actual "author" to credit. On top of that, written versions of tales were not actually put to paper in an extent that they would a) survive the test of time b) be produced in enough numbers for the general population to have it available to them.
The closest we can get to an original source are the first times those tales were written down in various cultures. And because many of these stories appear in various forms through various cultures, who was the first culture is also nigh impossible - if there's even just one original source to begin with.
Fairy tales are "made" of legends that ancestors from different places beleived as explanations to different happenings. Fairy tales are made of word of the mouth, and now paper. :)
