Oxygen is normally found as two atoms bound together as O2, but if an O2 molecule is struck with light at 215nm (or shorter) it will break into two individual oxygen atoms which can then bind to an O2 to form O3. O2 + photon > 2 O O2 + O > O3 (ozone) The ozone layer, like the rest of the atmosphere, is comprised of about 78% nitrogen and 21% oxygen plus the usual host of trace gases... and the extra ozone.
