Alaska is an interesting mix of elevations, precipitation regimes, and latitudes, such that the towns in the running are from the North Slope, the Aleutians and far west, and the southeast coast. In the north, average precipitation is under 5 inches, so what does fall is usually snow, but it only adds up to 30-35". It's a similar story in western Alaska, but temperatures are moderated somewhat by the water, and snowfall in some places is similar. The least snowfall would probably be somewhere on the southeast coast, especially if you went out onto some of the islands in the gulf of Alaska. They receive tremendous amounts of rain (over 200 inches in some cases) but the temperature is moderated so much by the ocean that it is difficult to get snow even in the winter at that latitude. Some of these places only average about 20" of snow, which is often mixed with rain.
