In a midsize town that's underserved by graphic designers. Most people think of one of three places--New York, LA and MAYBE Chicago. Stay out of all three. They're fine locations if you buy graphics, but if you create them...hoo boy. There are eleven million people in the city of New York and one million of them are doing freelance graphics out of their apartments. If you were to go to...oh, say Watertown, NY, and put out your shingle you could do pretty well. Now understand: the smaller the community is, the more things you need to do to be successful in this business. If you live in Seattle, you can get by with just knowing how to work in Adobe Creative Suite. Seattle's got plenty of copywriters, photographers, hair stylists, makeup artists, photo stylists and so on. If you live in a smaller community you're going to have to take on many of those responsibilities yourself, and you need a reliable car because many of your jobs will be in other towns. You'll also need to consider the KINDS of clients you'll be taking on. I know a man who designs in Goldsboro, NC. Two of the biggest jobs he runs every year are flyers for Christmas gift packs for a pickle company, and a rack card for a meat market. There is no "best."
Pentagram has a main office in New York. Duffy & Partners are headquartered in Minneapolis. MK12 is in Kansas City. Just look for your favorite firms and find their headquarters. You'll find great work happening even in the most rural areas of America.
