Most of the arable land was already taken by bigger civilizations, so any land they could settle on was very hostile compared to the banks of rivers. All the really nice and easily arable land was used up and that removed the purpose of making a permanent home. If there little to no way for nomads to make a stable city-state without overlaying another already existing civilization.
Nomads were wanderers, and they typically had to move around a lot with all their stuff depending on weather conditions, crops, etc.
