Depending on the configuration of the cord cap, the green wire is ground, the white wire is the neutral and red and black wires are the 220 volt source.

It depends on the voltage, but if you are using it on a 240 v system, it's quite OK to use wire that can take 600 v (if you had to buy the wire, you would be spending too much).
The colour red designates that the wire is used as a live wire. The neutral wire is identified as white in colour.
