In a Democratic country, open, free and fair elections ARE necessary, indeed VITAL.

None of them when you get down to it. Every nation has withheld damaging documents from voters preventing elections from being truly fair and open.
Democracy is agovernmentby the people and for the people. If the elections are not free and fair than only those officials will be elected that gave more bribe to get their designation.
