People celebrate Easter, not countries. Easter is the highest holy day of the Christian calendar, celebrating the Resurrection of Christ, upon which the Christian religion is based. All Christians celebrate Easter, albeit calling it different names and calculating its date differently. Local celebrations have often incorporated the traditions of preceding or neighboring religions, especially those related to spring and the vernal equinox. Thus local traditions vary greatly.
Any country that has Christianity present in it will have people celebrating Easter. Western countries observe it officially...the US, Britain, Australia, Canada are just a few examples.

This is typically a Maori or Islander custom rather than New Zealanders in general. Usually an unveiling is held a year after the burial and of course it is the unveiling of the headstone. I think it is a good custom. Apart from any other reason this is the end of the year of 'firsts' after the loss of a family member. The first birthday, Easter, Christmas, Anniversary, Grandchild, holiday etc without that person. That is rather a large milestone in the whole grieving process.
