Telephone country codes never begin with zero.

Telephone country code +1 (dialed as 00 1 from many places) is North America (USA, Canada, etc.), and 77 is the first two digits of a three-digit area code. You need the next digit to narrow down the location.

Telephone country code +7 (dialed as 001 7 from many places) is Russia and Kazakhstan, and numbers beginning with +7 7 are in Kazakhstan.

To reduce the possibility of confusion with international telephone numbers, it is best to quote the number beginning with the single plus symbol and the correct telephone country code.

(The plus sign means "insert your international access prefix here." From a GSM mobile phone, you can enter the number in full international format, starting with the plus sign. The most common prefix is 00, but North America (USA, Canada, etc.) uses 011, Japan uses 010, Australia uses 0011, and many other countries use different prefixes.)
Country code +1 is North America (US, Canada, etc.).

Area codes +1 770, +1 772, +1 773, +1 774, +1 775, and +1 779 are in the US.

Area code +1 778 is in Canada.

'00' is not part of the country code, it is a commonly used international access prefix. Country code +1 is North America (USA, Canada, etc.), but you need the next three digits (i.e., one more) to be more specific. Area codes 770, 772, 773, 774, 775, and 779 are in the USA, and area code 778 is in Canada. Area codes 771, 776, and 777 are unassigned.

Telephone country codes never begin with zero.

Telephone country code +1, dialed as 00 1 from many places, is North America, including the USA, most US territories, Canada, and various island nations and territories in or near the Caribbean. You need the three-digit area code (i.e., one more digit) to narrow down the location. For example, +1 671 is Guam (U.S. territory in the Pacific), and +1 678 is Atlanta, Georgia.

Telephone country code +67, dialed as 001 67 from many places, is an incomplete code for a country in the Pacific Ocean. You need one more digit to narrow down the specific country.

To prevent confusion, it is best to write international telephone numbers in correct international format, beginning with the plus symbol and the correct telephone country code (e.g., +1 or +679), omitting any dialing prefix.
