At the beginning of WWI a number of ships were converted to seaplane carriers such as the HMS Hermes which carried 3 aircraft

The British HMS Ark Royal (1914) was the first ship to be completed as an actual aircraft carrier. It carried 5-7 floatplanes and sometimes other planes which could take off from the deck. The floatplanes landed in the water and were recovered by crane.

The first ship to have a full length flat-deck was the HMS Argus completed in September, 1918.

The USS Langley (1922) was the first US full-deck carrier (converted from a collier), but the British HMS Furious (1917), a heavy cruiser, was first fitted with a raised 160-ft deck in place of the forward 18-inch turret from which Sopwith Pup aircraft could take off. However, this deck proved unsuitable for landings, as the aircraft had to maneuver around the superstructure, so a 300-ft deck was installed in place of the after turret. Furious and her aircraft saw service during the War, after which she was mothballed. Then in 1922, in order to avoid her being scrapped in terms of the Washington Naval Treaty, she was taken out of storage and fitted with a full carrier deck.

The United States was the first to launch an airplane from a ship. This took place in 1910, from the USS Birmingham, a cruiser.

The first operational flat-topped aircraft carrier was the Royal Navy's HMS Argus. Like all the early carriers, Arguswas a conversion; she had been designed as a passenger liner, and she was under construction when World War I broke out. She was not commissioned until September, 1918, only two months before the Armistice, and she saw no action until World War II, more than twenty years later.
