The Russians lead in this dismal category by a very wide margin, in both world wars. In the first war the soldiers were brave but most of their commanders were fools, many appointed because of royal blood, which proved no guarantee of military ability. In the second war the soldiers were brave but the national leader was a paranoid maniac, and their generals were ruthless and unconcerned with troops losses, until the very end when they began to run a little bit short of cannon fodder. Up to that point they would march men straight through minefields, reasoning that they would have lost the same number of men had the enemy defended with machine guns. Very logical, completely inhuman. The only thing worse than being a German soldier on the eastern front was being a Russian soldier.
