The United States spends more on "defense" than any other country, and we lead the pack in "best weapons" if that means anything any more. Let's be clear, though. Anyone with nuclear weapons and with biological weapons (and a number of countries have them) is sitting at the big table. The stakes are high, and there is a splendid chance that few if any folks (whether they have weapons or not) will be unaffected if something big jumps off. The "best weapon" may be one determined individual with an assault rifle whose boots are on the ground in a given area.
Weapons were needed for defense of the country from attack.
According to my research the most weapons country is the United States currently owns 9,600 nuclear weapons, while Russia currently owns 16,800. But Russia actually always had more nuclear weapons than the United States.
It really depends on what country owns the nuclear weapons, if your country owns them, then the only thing you have to worry about is that it will go off by accident (Completely unlikely). But if it is an enemy country that owns them you have to watch out for nuclear attacks.
