I know it sounds crazy- but the State of the Vatican City- which is considered to be a Country- a Nation-State.= has a zero birth rate, no measurable juvenile population ( they use adults in church choirs) and well, has no juvenile populace so to speak off- so statistically- zero child abuse. It is a trick answer, like the total absence of automobile accidents among say, the Amish, who ban autos. ( but can have their horse drawn vans sideswiped by Modern trucks- does that make it a motor vehicle crash death. the large preponderance of clergyman involved in Child Abuse makes the Vatican Vacuum well, a trick question at best.
