No. If you have a child that will wander off, it is the best way to keep him/her safe.
Another opinion: It's not considered abuse as far as the law is concerned, but some people strongly object to the use of child "leashes" and the like, so you might get some looks at the very least.

There are many different kinds of abuses; I would call this verbal abuse. It IS considered abuse.
