United Kingdom. The British carved out the Mandate of Palestine in 1919. It took its current shape (dropping Trans-Jordan) in 1922.
There is no such designation. Some people call the "British Mandate of Palestine" as "British Israel" in shorthand, but this is an incorrect designation. The British Mandate of Palestine occupied all of the territory included in 1949 Israel, the Gaza Strip, the West Bank, and a small portion of 1949 Syria on the east bank of the Sea of Galilee. It was a British occupied territory from 1922-1948.

Another example is the United States' Affordable Healthcare Act Mandate that individuals purchase insurance, or apply to Medicaid (in applicable States). Here mandate is a government creating an enforceable requirement.
The British didn't promise a homeland to the Jews. The League of Nations designated the Palestine territories of the Turkish Empire as the land for the Jewish homeland in 1922. This was after the Balfour declaration supporting this, the declaration was written in 1917. The British were given a mandate by the League to administer the territory. The British ruled the regions would become Iraq, Jordan, Israel, and Palestine as Mandates. From 1919-1921 the only two British Mandates in the Middle East were those of Iraq and Palestine. In 1922, the Mandate of Palestine was divided into the Mandate of Palestine and the Mandate of Transjordan.
