The British didn't promise a homeland to the Jews. The League of Nations designated the Palestine territories of the Turkish Empire as the land for the Jewish homeland in 1922. This was after the Balfour declaration supporting this, the declaration was written in 1917. The British were given a mandate by the League to administer the territory.
