Civil Rights Act of 1866
The Buffalo Soldiers, who were African American and did not have full civil rights and who were treated as second class citizens, were used to fight Native Americans, who did not have full civil rights and were treated as second class citizens.
The Office of Civil Rights protects American citizens from constitutional tresspasses such as unlawful search and seizure or detainment, cruel and unusual punishment, free speech violations and ensures the right to vote is accessible to all Americans.

The American Civil War was about the attempted secession of certain states from the Union; if any rights were established by that war, it is the right of the US to prohibit any state from seceding. Do not confuse this with the issue of civil rights. Civil rights are rights to which people are morally and legally entitled by reason of being citizens, not by reason of the civil war.
