Yes. Stardust Dragon itself is a monster, there is no requirement for the opponent's destruction effect to try to destroy an 'other' monster, just one that tries to destroy Stardust Dragon itself will do.

No. Virtually no monster effect can be stopped in that way, once activated, destroying the monster, flipping it face-down or otherwise removing it from play, will still not stop its effect from resolving correctly. Some monsters obviously can't resolve if they leave the field, like Dark Crusader could not gain the ATK bonus. Some do have rulings that say they must remain on the field, like Zombie Master and Lyla, Lightsworn Sorceress (if she can't turn into defence mode on resolution, she can't destroy anything). But otherwise, the effect will still resolve, as it will in the case of Dark Armed Dragon.
