there is no element that can't conduct electricity, only elements that do it well and others that don't do it so well.

Rubber is a very poor conductor of electricity, while copper, silver and gold are very good conductors.

There are multiple elements that are insulators; in that they do not conduct charge well. These elements include silicon and those that comprise rubber of carbon. hydrogen in a polymer form.

Nonmetals (elements on the far right on the Periodic Table) usually don't conduct electricity well. Some examples are sulfur, S, and carbon, C.
