A court is a thing. A degree is only awarded to human beings.
Cases in federal court must involve federal law and since all federal law must be derived from the constitution then yes they do involve constitutional matters.
Not if you are representing yourself. And not at all, really. To be an attorney, you must have passed the bar exam. But if you can pass the bar exam without law school, you are free to do so. Therefore, no law degree is required.

There is no such thing as a tribal court in US law. If you are referring to a Native American reservation, they are sovereign land, and not subject to any United States jurisdiction, except where crime crosses the border into US soil.
