Milorganite is a very low nitrogen and phosphorus content fertilizer (5-2-0). I would recommend having the fertilizer wide open (maximum setting) to get any kind of noticeable results. Any other settings would result in very little application of nutrients and is kind of pointless. Milorganite is very safe and since it has such low nitrogen content (5%) it won't burn your lawn.
