if it's the same as a '05 modle.... under you bonnet in that fuse box, fuste number 7, 10 amp:) should be red:)
On my 2005 SRi it is fuse No. 7 in the front fusebox (under the bonnet). It should be a 10A (Red) minifuse, and will control both the front and rear pumps.
This is fuse number 8 in the fuse box and is a 10Amp Mini Spade type fuse.Very strangely:-This fuse manages the windscreen washers ANDthe rear door lock of the Astra Estate

Very unlikely that it has a filter.
Fuse number 12 is the fuse that controls the radio in an Astra V Reg. It is rated at 7.5 amps and also controls the mobile phone, and other electronics.
Washer bottle is situated under the bonnet just to the right of the bonnet release.

Break the window , start car with the keys and drive to your nearest glass shop .
To remove the door panel on the Holden Astra, first pop off the light lens if the door has a light in the door. Then unhook the light from connector. Remove the screws holding on the armrest, door handle, and window crank if equipped.
From new they would have been controls for the radio. Volume, Station, Cd/Radio, etc. I
