On a 2001 Ford Taurus :
In the power distribution box ( which is " live " ) located in the engine
compartment , near the battery :
Fuse ( # 19 ) is a 15 amp mini fuse for the right side headlight ( passenger side )

Lift hood and you will see 3 vertical screws holding headlight assy. in place.
The pcm of a 2001 Taurus should be located under the hood. The unit is bolted onto the firewall on the passenger side.
It is behind the passenger side headlight assembly. you will have to remove the front grill and headlight assembly to replace it. But check the relay and fuse first. They are located in the engine compartment fuse box next to the air filter. A fellow 2001 neon owner
