Check the turn signal relay. The four way flasher and the turn signals each have their own relay. It has a fuse for the turn signal
The Turn signal Fuse should be number 11 (7.5Amp) in the fuse box. Hazard Lights are on number 14 (15Amp).
There seems to be a short to ground in the wiring somewhere.
The fuse layout/guide is on the back of the ashtray. I'm assuming it is lost since you are posting the question. Mine says it is fuse 9, which is a 15A one.
