yes just cause 2 is better than infamous. i have both of those games for ps3. infamous is a very good game but just cause 2 is still better.

If you mean silly free roam games, Just Cause 2 is good but has a slightly lower rating, or if you mean general free roam GTA IV is ok, but is quite serious. Saints Row The Third looks good, so you could wait for that. I just pre-ordered it=)

No, Just Cause 2 is it's own game, way better than Just Cause 1, you will still be able to follow the story perfectly fine.
