It is 'better' in the sense of 'faster' because gas (like CO is) is more reactive than liquid or solid state material (like carbon black). It is not a more 'powerful' or 'energetically more favourable' reducing agent. Carbon monoxide at the same time is also an oxidizing substance.

It is gas exchange in the alveoli that gets the carbon dioxide (CO2) out of the blood and the oxygen (O2) in. What is actually going on is that the partial pressure of CO2 in the blood is greater than that of the CO2 in the air. The CO2 will diffuse out of the blood into the air, driven by that difference in partial pressure.
