I think it is the job of both. We have Federal highways and we have state roads so it is the job of both of them to keep up the roads and bridges . That is why we pay taxes. I am in CA and we pay .60 of every gallon of gas in taxes for roads and they use it for other things.
the Constitution did not state that the federal government could do it. Also, because of the spiked polls that forced travelers to stop at intervals and pay a toll.

It isn’t ok for state government to overrule a federal government. The federal is above the state.
The American Government is set up as a Federal Republic. Meaning that each state has control of it's citizens, roads, etc. (at least in theory) but it answers to the Federal Government which is considered to be the supreme law of the land.
