Are you stupid? A secret government is what the name implies it to be. A secret government is a government that's secret. Probably the secret is kept from the government so that the government won't know about so that we the people won't know about this secret government, and there's a possibility of the government is keeping the secret government "secret".

As far as I know, you cannot get personal loans from the government since they only provide business loans, Loans for Home Buyers and Loans for Higher Education. Personal loans
The First Amendment is part of the "Bill of Rights." It guarantees freedom of speech, freedom of the press (which is the old name for "the media"), freedom of worship, freedom to peacefully assemble, and freedom to petition the government for a "redress of grievances" (in other words, to let the government know when you are not satisfied with some policy, or to ask for help from the government).

Uganda claims to be a democratic government but in actual sense democracy does not exist. There is no freedom of speech, when you talk about the president, the next thing you know is your in prison. In general there is no freedom in uganda. Power is in the hands of those controlling the government.

i don't know what you mean by 'type'. Enlightenment philosophers basically wanted their individual freedom and also, Charles Montesquieu believed that the true freedom required laws, which means the philosophers basically wanted a government. By overthrowing the monarchs, and all of other things and such, government was created. what type of government, hm . A government who gives people a right to vote and such? who gives people freedom and who is isn't a monarch.
