Usually fluorine, in the form of stannous (tin) floride. The halogen chlorine is used widely as an oxidizer in water treatment. It kills "bugs" in water. We'll assume this question takes that into account and asks about another halogen.

∙ 13y agoChlorine is added to drinking water to kill bacteria, viruses and any other living organisms that find their way into the water system and cause illnesses. It also kills the good bacteria in your body as well if you do not take the necessary measures to remove it from the water.
Roughly 98% of the water that flows through your tap is used elsewhere for industrial purposes and humans consume the other small 2%. Therefore it is regarded as being more economical to use chlorine instead regardless of the health concerns involved.
