The best commonly available ice melter by far is Calcium Chloride, works to -20F. Followed by by Magnesium Chloride, works to +5F. Then Sodium Chloride (salt), works to +20F. Calcium Chloride does not affect concrete nor damage vegetation but it can leave surfaces slippery.

Cat litter doesn't actually melt the ice, it works to absorb some of the moisture. It is excellent to put down onto the ice to get traction, whether on a walkway or under tires if you get stuck. For melting ice though, salt is still the best.
