The first war excuse was the presence of Iraqi tanks in the border with Saudi Arabia which where not there. And the second war excuse was the existence of chemical weapons which where not there.

The first incident was an actual sea battle between 3 torpedo boats of the North Vietnamese Navy and the destroyer USS Maddox on 02 August 1964 in the "Gulf of Tonkin." The second incident was an alleged sea battle between the NVN and USN destroyers USS Maddox (again) and USS Turner Joy on 04 August 1964. This engagement has since been determined to have been the result of "Tonkin Ghosts" (false radar images). However, it was the second incident that led to open war with North Vietnam & the United States.
