New York City.
Chicago!
Chicago is definitely bigger than San Francisco. San Francisco definitely has milder weather than Chicago. Each city has its own assets and liabilities. One is not better than the other ... just different.

New York has more pollution than Chicago. Chicago is one of the leaders in "green" U.S. cities. The city is also planned with pollution controls and alleys (to prevent garbage and other waste from gathering on the streets).
I personally don't think that New York is trying to be like Chicago. I actually think that New York is way better than Chicago depending on where in New York you are. They both just happen to be big cities with much of the same atmospheres that a big city would have.
Chicago is not a state. Chicago is a city. Iowa and New Mexico are states.
Chicago, Inllinois in the first film and New York City in the second.
